Mustafa Rafiqul Islam Duke Appointed as Managing Director of Dhaka Telephone

Dhaka Telephone Company Limited (DTCL), a private-sector landline provider, has appointed Mustafa Rafiqul Islam Duke as its Managing Director and ATM Hayatuzzaman Khan as its Chairman. The company's board of directors finalized these appointments on Monday, November 4.

Following his appointment, Mustafa Rafiqul Islam Duke expressed his commitment to lowering both voice and internet service costs in alignment with consumer demands. This announcement was made via a company press release on Tuesday.

Established in 2006, Dhaka Telephone began operations in the Chattogram and Sylhet zones and expanded to become the first private fixed-line operator in Dhaka in 2007.

Since the company's inception, Mustafa Rafiqul Islam Duke has served as a director. A graduate of Purdue University in the United States with a B.Sc. and M.Sc. in Computer Science, he has previously worked with GE Capital and ComputerLand in California. Since 1997, Duke has overseen Flora Telecom and Flora Systems, major players in Bangladesh’s IT and software sector. Under his leadership, Flora Systems developed the highly acclaimed core banking software, "Flora Bank," which is now implemented across 2,255 branches of institutions including Bangladesh Krishi Bank, Jamuna Bank, Mutual Trust Bank, NCC Bank, Midland Bank, Trust Bank, Shimanto Bank, and South Bangla Agriculture and Commerce Bank.

Duke has also played a significant role in the growth of Bangladesh's software and IT services industry as a two-time executive member of the Bangladesh Association of Software and Information Services (BASIS), serving as Treasurer in 2002 and General Secretary in 2004. Under his leadership, BASIS established the country’s first software incubator at the BDBL building and organized the inaugural BASIS SoftExpo. Representing Bangladesh at multiple global exhibitions, he led the nation’s participation in COMDEX Fall in the U.S. four times. Duke also contributed significantly to the drafting of Bangladesh’s first national ICT policy alongside the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI).
